On 27th March 2000, Aberdeen signed a Memorandum Of Understanding (M.O.U.) with the Brazilian State Government of Rio de Janeiro who recognised that Aberdeen had a lot to offer in terms of experience and knowledge in the creation and management of infrastructure and services to support a developing offshore oil industry.

Aims of M.O.U.

Promote, develop and strengthen a relationship for the mutual economic and commercial benefit of the two areas.

The Brazilian Market

Brazil is one of the worlds largest oil importers. Government policy is to achieve self-sufficiency in oil through increased domestic production. Petrobras, the state oil company, plans to invest $31 billion to achieve these goals but recognise that they will also need substantial foreign investment.

Export Opportunities

Brazil has been identified as one of the top markets for current exporters the North East of Scotland Export Survey. The deep water off Brazil is an ideal place to transfer the knowledge and expertise that has been developed in the North Sea.

Aberdeen has hosted a number of fact finding visits from senior officials from the State of Rio de Janeiro. Aberdeen businesses and their capabilities have been showcased to senior Petrobras officials, both in Brazil and here in Aberdeen.
